High Severity
<VulnDiscussion>To ensure accountability and prevent unauthenticated access, organizational users must be uniquely identified and authenticated to prevent potential misuse and compromise of the system. Sharing of accounts prevents accountability and non-repudiation. Organizational users must be uniquely identified and authenticated for all accesses.
